Sean Kates

Sean holds a PhD in Politics from New York University, and an MPA from the Harvard Kennedy School of Government. Prior to coming to Penn, Sean served as a postdoctoral research fellow at Princeton University, as well as with the Center for Social Media and Politics at NYU. His research focuses on political institutions, as well as the use of social media by masses and elites to communicate and influence political messages. He teaches courses that place data analytics in the broader context of social science research and public policy.

Sara Autori

Sara Autori
Master of Public Administration/Master of Science in Social Policy ‘19

“I got a job from the Fels Institute of Government network and found the best mentor of my life,” reflects Sara Autori (Master of Public Administration/Master of Science in Social Policy ’19). By the time she concluded the first of her two internships as a legislative intern at a Philadelphia City Councilmember’s office, she had not only gained a supporter but acquired hands-on experience designing policy solutions to address racial disparities in home lending—and found her calling. “Housing inequality is very clearly one of the biggest issues today,” she says with feeling, listing the ways housing insecurity can impact an individual’s health, finances, and social connections. “After realizing what housing can do for wealth accumulation, I decided I wanted to continue working in housing and community development,” she adds.

With guidance from her mentor, Sara secured her second internship in the City of Philadelphia’s Division of Housing and Community Development, where her responsibilities ranged from program evaluation to stakeholder engagement to GIS mapping. In her new role, she found opportunities to apply the data analysis and programming skills she learned in her MPA coursework: for example, her datasets about home-buyers and settlement grants “reframed math completely” for her by putting data into a social justice context.  She also discovered a passion for working in local government. “Being integrated into City Council and the City of Philadelphia has been fundamental to my Fels experience,” says Sara. “Truly the best part of Fels is the expectation for me to be a partner with the city.”

As she balanced the requirements of dual-degree coursework and planning her next steps in consultation with her professional network, Sara came to value the sense that her partnership with the City creates meaningful change. “Since I’ve been at Fels, I’ve seen the difference that local government makes,” she reflects. “If you want to feel like you’ve spent eight hours of your day impacting the lives of residents, local government is the best tool for doing that.”

Pauline Alvarado

Pauline Alvarado
Master of Public Administration/Master of Science in Criminology ’19

For Pauline Alvarado (Master of Public Administration/Master of Science in Criminology ’19 and PLAS recipient), data is critical. Passionate about providing solutions to lawmakers using numbers, Pauline knows the importance of not just of collecting facts and figures—but also interpreting information soundly and applying it practically. “What brought me to Fels is that the curriculum is focused on the practical application of policy using evidence-based and data-driven solutions,” she says.

With a background in nonprofit finance and operations at the Council of State Governments Justice Center, Pauline is new to statistical programming and using the programming language R. But she’s successfully cultivated her newfound skillset in a number of internships where she’s played key roles within the Philadelphia District Attorney’s Office and the White House Office of Management and Budget.

“This is an absolutely new skill for me,” she says. “But since starting at Fels, I’ve learned rigorous quantitative analysis—and I’m actually applying them and evaluating public policy initiatives.”

Also pursuing a master’s degree in criminology, Pauline spent her internships applying her new skills and rigorous quantitative analysis to current public policy issues, like Bail Reform. Pauline co-authored a transparency report centered around District Attorney Larry Krasner's first phase of Bail Reform, one year after its implementation. Pauline transformed big data analytics and practical public policy into compelling data insights as a part of this groundbreaking initiative. And she credits some of her success to the tight-knit group of scholars that make up her cohort.

“In undergrad, I went to a school with 40,000 students,” she says. “At Fels, there are about 30 people in my cohort, so I’m able to really make substantial relationships and get guidance not only from the administration and faculty, but also from my classmates. Fels is producing socially-minded public servants that can get things done.”

Colleen Bonner

Colleen Bonner is the Associate Director of Career Services at the Fels Institute of Government. Before joining the Fels team, Colleen served as the Career Development Coordinator for Walnut Hill College in Philadelphia. At Walnut Hill, she provided comprehensive career services to both students and alumni. Her role included teaching a career development class, resume review, and job placement services.

Mindy Zacharjasz

Mindy Zacharjasz is the Director of the Master of Public Administration program at Fels. Mindy brings more than a decade of leadership experience in nonprofit, private, and educational organizations to her role. A Philadelphia-area native, she has served as Director of Client Success and Strategic Growth for an educational technology start-up and as Director of Development for the Philadelphia School Partnership, an education nonprofit dedicated to creating and expanding educational opportunities for low-income students in Philadelphia.

Tine Hansen-Turton

Tine Hansen-Turton teaches public and social innovations, leading nonprofits, and the social innovations lab at University of Pennsylvania Fels Institute of Government. She is known as a serial social entrepreneur who has started several national social and public innovations in the health and human services sector.
