
Dylan Hayden is an Associate Professor of Practice at the University of Pennsylvania’s Fels Institute of Government, where he teaches courses on artificial intelligence and data science for public sector leaders. A former federal official and military veteran, Dylan has spent his career advancing data-informed decision-making, technology innovation, and public service delivery.
He previously held leadership roles at the US Department of Housing and Urban Development, where he led the agency’s open data initiatives, stood up the Fair Housing Data Analytics Team, and served on the White House Subcommittee on Equitable Data. Earlier in his career, Dylan managed a $46 million prosthetics program at the Department of Veterans Affairs and helped lead the New York State Department of Labor’s Hurricane Sandy recovery efforts as part of the Empire State Fellows program.
Dylan is the author of The Public Administrator’s Guide to ChatGPT and a national speaker on AI governance, responsible innovation, and the future of work in government. He holds a Doctor of Public Administration from the University of Baltimore and a Master of Public Administration from Fels. He lives in Maryland with his wife and daughters and serves on several nonprofit and professional boards.
