Fels Appoints Claire Robertson-Kraft as Faculty Co-Director of the Executive MPA Program

The Fels Institute of Government is thrilled to announce the appointment of Dr. Claire Robertson-Kraft as Faculty Co-Director for the Executive MPA (EMPA) program, effective July 1, 2025.

A Core Instructor at Fels for over a decade, Dr. Robertson-Kraft teaches Quantitative Methods for Policy Analysis, Program Evaluation, and Capstone courses. Recognized for her exceptional instruction, she received the Fels Institute of Government Teaching Award in 2018 and 2021. In her new role, she will continue teaching while supporting the curriculum and strategic priorities of the EMPA program, drawing on her deep experience in education, research and evaluation, and civic leadership in the Philadelphia region.

“I'm honored to take on the role of Faculty Co-Director for the EMPA program,” said Dr. Robertson-Kraft of her appointment. “I've had the privilege of teaching so many incredible students over the last decade and am committed to Fels' vision of preparing public and nonprofit leaders for years to come."

In addition to her work at Fels, Dr. Robertson-Kraft is the Founder and Executive Director of ImpactED, a center for social impact housed within the College of Liberal and Professional Studies. ImpactED partners with mission-driven organizations and equips them with the critical skills and data needed to accelerate social change. 

Beginning her career as a third-grade teacher with Teach For America, Dr. Robertson-Kraft has worked at the intersection of education, policy, and data-driven change for over twenty years. She is highly engaged in the civic life of Philadelphia, currently serving as the Vice-Chair of the Philadelphia Outward Bound School Board and on the board of Leadership Philadelphia. She is also the former Board Chair of Russell Byers Charter School and Young Involved Philadelphia, and the Co-Founder and Former President of PhillyCORE Leaders.

Dr. Robertson-Kraft earned her BA in philosophy and urban studies and PhD in education policy from the University of Pennsylvania.
