Re:CAP welcomes outside submissions, typically in the range of 500 to 800 words, on any and all issues related to the public sector. We also welcome submissions responding to other Re:CAP posts. We strive to provide quick processing of all outside submissions.

By submitting to Re:CAP, you agree that:

  1. Your submission has not been previously published or posted elsewhere and is neither currently under review anywhere else nor will it be submitted elsewhere pending our review and editing.
  2. We can edit your work to meet our editorial standards.
  3. You grant Re:CAP, the Fels Institute of Government, and the University of Pennsylvania a license to publish your submission online. If we accept and publish your edited submission, you may subsequently re-post it on another website, provided that the re-post indicates that it first appeared on Re:CAP and that the re-post includes a hyperlink to the Re:CAP page containing the original publication of your essay.
  4. Your submission does not in any way infringe on anyone else’s copyright or other rights.

Comments Terms of Use

It is the goal of the Fels Institute of Government to foster intelligent conversation about crucial issues regarding the public sector. Although these issues are often political and divisive in nature, we expect Comments to be thoughtful. To submit Comments and join the conversation, follow us on Facebook.

The Fels Institute of Government reserves the right to remove Comments containing any of the following content:

  • Seemingly threatening, abusive, harassing, obscene, vulgar, pornographic, profane, indecent, defamatory, or libelous material.
  • Statements that are known to be intentionally false or misleading.
  • Offers to sell or buy any product or service.
  • Material that is known to infringe copyright.
  • Material that discriminates on the basis of race, religion, nationality, gender, sexual preference, age, region, or disability.
  • Information that is known to be confidential, sensitive or otherwise in breach of the law.
  • Computer generated comments, commonly known as “spam.”
  • Comments that are judged to be unrelated or extraneous to the post, article or story to which they are intended to refer, comment or appear.

The Fels Institute of Government reserves the right to permanently block any user who violates these Terms of Use, or this site’s Terms of Service, which Terms of Service are specifically incorporated herein by reference. The Fels Institute of Government also reserves the right to remove Comments entirely at its discretion, including for alleged violations of the site’s Terms of Service or these Terms of Use.
