Silos drive me crazy. Decades of experience across three overlapping and interconnected disciplines – government, business and law, has taught me cross-sector partnerships are required to build innovative and sustainable solutions.

I started my career as a federal agent investigating public corruption and procurement fraud. I learned early on how government often fails to select the right partner. I then became a prosecutor and later returned to private practice representing businesses as a litigation Partner at DLA Piper in Chicago. This work taught me how partnerships can be mismanaged and destroyed.   

To build on my business experience, I returned to school and earned my MBA at Northwestern Kellogg School of Management. Afterwards, I joined the leadership team of Central Management Services (CMS), a $12B state agency in Illinois. We led a major initiative to create an enterprise-wide shared services organization, building many successful public-private partnerships and saving more than $500M. I was later appointed Director of CMS and worked to institutionalize private sector best practices into government operations.     

Ten years ago I returned to the private sector with UnitedHealthcare to build a new business-to-government (B2G) capability for state and local government. As a B2G procurement strategist, I work nationally to direct sales and account management teams on the political, business and legal issues that drive change in state and local government. I help manage the pursuit team through the sales campaign process on both strategy and tactics. I also accepted a role as Senior Fellow at the University of Pennsylvania’s Fels Institute of Government where we work to turn academia into action for practitioners, including research on cross-sector partnerships.

My work as a federal agent, prosecutor, commercial litigator, Director of CMS, procurement strategist with UnitedHealthcare and Senior Advisor at the University of Pennsylvania helps me understand how government and business can leverage each other’s strengths to find the best solution. We know that when government fails it carries more than just a financial cost – it has a massive human cost as well.  I work to build cross-sector partnerships that deliver innovative and sustainable solutions.
