Covid Recovery: Analysis of Higher Education Emergency Relief Funds

Project Overview:

The American Rescue Plan (ARP) included $40 billion in additional COVID-19 relief for higher education institutions and students, using the same Higher Education Emergency Relief Fund (HEERF) model established in the Coronavirus Aid, Relief and Economic Security (CARES) Act through September 30, 2023.

This evaluation will explore implementation and dissemination of the $40 billion in emergency relief funds for institutes of higher education since March 2020, the impact on student behavior (including retention and completion), as well as recommendations for program improvement and future research. Results from this analysis will be used to design recommendations for future use of HEERF and other emergency funds.
 
Note: Eligible institutions of higher education have until September 30, 2023 to exhaust their allocated HEERF monies.

The final deliverable for this project is a report that describes the research findings related to HEERF monies dissemination, program implementation and impact on student behavior, as well as include recommendations for program improvement and future research.
