The Fels Institute of Government is proud to host Jeff Friedman with Fels alumni Carla Robinson and Joe Lee from North Highland. North Highland is a global consulting firm with experience in the life sciences, public sector, and media and entertainment industries. The Philadelphia office is one of the region's leading business and technology consulting firms.

About the Speakers:

Jeff Friedman is a Manager with North Highland where he contributes to the North Region’s Public Sector Practice. Jeff has extensive experience working with state, county and local governments. Prior to joining North Highland, Jeff was Microsoft’s Director of Modern Government in the State and Local Government Solutions Group. Before that, Jeff was the Co-Director and Co-Founder of the Mayor’s Office of New Urban Mechanics for former Philadelphia Mayor Michael Nutter. Jeff held a number of other roles in Philadelphia city government where he directed various initiatives to make city government more open, participatory, transparent, entrepreneurial, and innovative. Before joining city government, Jeff consulted to state, local, and county governments at a national consultancy. Jeff is a graduate of Temple University where he received his BA and JD.

Carla is a Senior Consultant with North Highlands’s North Region Public Sector Practice. Originally from the Chicago area, Carla has spent the last 10 years as a Philadelphia resident. While in Philadelphia, she contributed to the growth of the city’s human, business, and community capital by working in the nonprofit field. Her past experience includes working in public schools, community and economic development, and higher education. Prior to joining North Highland, Carla worked for Penn Medicine Development, supporting fundraising initiatives for the University of Pennsylvania’s Heath System. Additionally, for four years, she held the role of Assistant Director, and one of the founding members of a community development corporation that initiated technology, business, and community organizing programs in one of Philadelphia’s most underserved communities. Carla holds an MPA and Certificate in Public Finance from the Fels Institute of Government at the University of Pennsylvania and a BA in Human Development from the University of Chicago.

Joe Lee, '17, is a Consultant with North Highland's North Region Public Sector Practice. Prior to joining North Highland, Joe was a graduate student in Philadelphia where he worked with several local nonprofits, including the Philadelphia Industrial Development Corporation, Center City District, PennPraxis, and the Wharton Social Impact Initiative. Before returning home to Philadelphia, Joe served as a U.S. intelligence analyst for three years in Washington, D.C. where he completed rotations with the U.S. Department of State and the President's Analytic Support Staff. Joe is an appointee to Mayor Kenney's Millennial Advisory Committee and advises State of Place, a predictive analytics tech startup, in his spare time. Joe is a graduate of the University of Pennsylvania (Fels, MPA) and Johns Hopkins University (BA).
