"Think "Shark Tank" for public policy: extraordinary ideas for solving contemporary challenges presented to a panel made up of experienced public officials and other experts by top students from highly rated public-administration schools. That would be a pretty apt description of the National Public Policy Challenge, an annual invitational event hosted by the Fels Institute of Public Policy of the University of Pennsylvania. Public Policy Challenge Judge William H. "Bill" Leighty wrote a fantastic article for GOVERNING Magazine online on March 25, 2013. The Public Policy Challenge is a partnership between GOVERNING Magazine and the Fels Institute of Government.
William H. "Bill" Leighty is a Governing Institute senior fellow. A Governing Public Official of the Year in 2007, he served as chief of staff to Virginia Govs. Mark Warner and Tim Kaine and for seven years was director of the Virginia Retirement System. He now teaches public administration at the Virginia Tech Center for Public Administration and Policy. The Challenge was proud to host Bill Leighty as one of our Public Policy Challenge judges at the 2012 and 2013 National Invitationals.
