Gloria Guard

Gloria Guard is President of the People’s Emergency Center (PEC), a multi-functional social service agency and community development corporation based in West Philadelphia. Over 20 years, Ms. Guard has increased the size of the agency's budget by a factor of 50 and expanded PEC from its beginnings in a church basement to a campus of residential units for homeless families, a day care center, a job-training facility, a neighborhood-based technology center, and 100+ redeveloped homes for residents of West Powelton. She has been recognized numerous times for her work and is the 2004 winner of The Philadelphia Award. Ms. Guard holds two masters degrees from Bryn Mawr College in Social Service and in Law and Social Policy.
