Who We Are
Founded in 1937, the Fels Institute of Government is the University of Pennsylvania’s graduate program in public policy and public administration. We are the most personal and practical program in public management in the Ivy League.
We practice what we teach through Fels Consulting, which brings together proven leaders in the public sector with our top students to develop innovative solutions to our community’s most challenging issues. Channeling the resources of Penn, we offer expertise in a variety of areas to improve the service and performance of the public sector.
What We Do
We Do Our Homework: We listen to fully understand the challenges our clients face, and their context. We also seek knowledge on the landscape, past approaches, and all other information essential to achieving the desired results.
We Innovate: Next we look for ideas to adapt – promising practices that have been proven successful in similar situations or modifications of current practices that are ripe for retooling. We may also identify something completely new, but grounded in the broad knowledge base that is the Fels Institute of Government.
We Deliver: Finally, we modify these proven practices to develop a customized strategy and implementation plan: realistic work that gives our clients the tools they need to move their work, their organization, their community, and their issues to the next level.
