Management Idea: Line Item Veto

Description: Congress passed the Line Item Veto act in 1996, allowing presidents to strike specific elements of spending bills without vetoing the entire bill. Line item vetoes required a 2/3 majority voting to override. President Clinton was the only president to enjoy line item veto authority, as the act was declared unconstitutional by the Supreme Court in 1998 (Clinton v. City of New York). McCain was a co-sponsor of the line-item veto in the Senate.
