Application Requirements

Full-time, Executive, and Certificate Programs:


  • Application for Admission
  • $70 Application Fee
  • Official transcripts for all undergraduate and graduate institutions attended
  • Three letters of recommendation (at least one academic letter is required)
  • GRE Scores (not required for Certificate applicants) – Use code 2893. LSAT or GMAT scores are also accepted in lieu of GRE scores. *LSAC and GMAC will not report official scores to non-law/non-business schools. Applicants should mail a copy of their score report to the Fels Admissions Office*
  • TOEFL or IELTS Scores (required for international applicants who have not attended an English speaking university for at least one year. Use code 2926)
  • Personal Interview (not required for full-time applicants)

Campus Visits / Interviews

Full-time Applicants:

Interviews are not required for full-time admissions consideration; however, you are welcome to visit Fels and meet MGA staff, faculty, and students, tour the campus, and sit in on classes. To schedule a visit or interview, contact the Admissions Office at felsmga@sas.upenn.edu or call 215.746.6684 to make arrangements. You can also take a Virtual Tour of Penn's campus.

Executive MGA and Certificate Applicants:
Interviews are required for the Executive and Certificate programs. Applicants will be contacted after the application deadline to schedule an interview.

A portion of the general fee is allocated to the physical development of the University, support for the Student Health Service, the Career Placement Service, graduate student activities, recreational facilities, and other services not directly associated with specific courses. Tuition and general fees are payable on or before the appointed registration date for each term.

The university also requires full-time students (3 or more course units) to maintain medical insurance with coverage for in-patient care and catastrophic illness and injury. Students may satisfy insurance requirements through private or employer-sponsored plans or through enrollment in Penn Student Insurance Program (PSIP).

Coverage for the Student Health Service is optional for part-time students. Part-time students may enroll in PSIP but are not required to do so and will not be enrolled by default in PSIP. For more information on health-related requirements for Penn students, visit http://www.vpul.upenn.edu/shs/

Financial Aid

Full-time MGA Program:
The majority of full-time MGA students fund their graduate education through a combination of merit-based tuition scholarships, living stipends, and federal and private loans. Fels encourages and assists many students in obtaining part-time internships, which provide varying levels of support for living expenses. Additional sources of support include foreign government and international scholarship programs, Federal Stafford and Perkins student loans, private loans, and university work-study.

All Full-time MGA applicants will be considered for financial aid unless otherwise stated. If you do not wish to be considered for a departmental award, please indicate this under the ‘fellowships’ category of the application.  United States citizens are eligible for federal loans and international students may be eligible for private U.S. loans, with an American co-signer.

Executive MGA and Certificate Programs:
All Executive MGA and Certificate applicants will be considered for financial aid unless otherwise stated. If you do not wish to be considered for a departmental award, please indicate this under the ‘fellowships’ category of the application.  Executive and Certificate students (including Penn employees) who receive employer tuition assistance are not eligible for departmental scholarships.

Executive and Certificate applicants are eligible for federal loans as long as they matriculate in two classes during the fall semester and two classes in the spring semester. Enrollment in one class during the academic year will result in a withdrawal of federal loans.

Non-Degree program:
Fels does not award scholarships to non-degree students. Although non-matriculated students are not eligible for federal loans they may apply for private loans, such as those administered by CitiAssist.

International Applicants
The Fels Institute welcomes applications from international students for the MGA program. The full-time MGA student body community is made up of approximately 25% international students. International students come from a wide range of countries that have included: Cambodia, China, Colombia, Georgia, Greece, Guinea, Hungary, India, Japan, Mexico, Pakistan, Peru, Romania, Senegal, Serbia & Montenegro, Singapore, South Korea, Spain, Thailand, Turkey, Ukraine, the United Kingdom, and Vietnam, among others.

Students are funded by the Ford Foundation, Fulbright, Halco, Ron Brown, Thouron, and World Bank programs. Others are sponsored by their home governments, Fels, or come with their own support.

International students quickly become a part of the Fels community during a weeklong orientation that takes place the last week of August. Fels staff are also available to help international students with housing, visa questions, and other matters.

The University’s Office of International Programs (OIP) is the central office dedicated to the support of international students. OIP assists with all pre-arrival processes, including issuing student visas, and aids matriculated students during their time at Penn.
